The Bonds, if issued, will be issued pursuant to Chapter 54 of the Laws of Maryland of 2005, Chapter 77 of the Laws of Maryland of 2008, Chapter 381 of the Laws of Maryland of 2009, Chapter 150 of the Laws of Maryland of 2011, Chapter 56 of the Laws of Maryland of 2013, Chapter 43 of the Laws of Maryland of 2014, Chapter 182 of the Laws of Maryland of 2016, Chapter 80 of the Laws of Maryland of 2017, Chapter 117 of the Laws of Maryland of 2018, Chapter 96 of the Laws of Maryland of 2019, Chapter 326 of the Laws of Maryland of 2020, Chapter 729 of the Laws of Maryland of 2021, and Section 19-207 of the Local Government Article of the Annotated Code of Maryland, as amended, for the purpose of (a) financing all or a portion of the costs associated with the acquisition, alteration, construction, reconstruction, enlargement, equipping, expansion, extension, improvement, rehabilitation, renovation, upgrading, repair and development of (1) Fire, Rescue and EMS Building and Apparatus, (2) the Public Safety 800 MHz System, (3) Detention Center, (4) County Office Building, (5) Chesapeake Hills Golf Course Clubhouse, (6) County Park Upgrades, (7) County Road Repairs/Upgrades (8) Appeal Salt Barn, (9) Twin Beach Library, (10) Beach Elementary, (11) Mount Harmony Elementary, (12) Northern Middle, (13) Southern Middle, (14) Calvert Elementary, (15) Solomons Septage, (16) Prince Frederick Wastewater Pump Station, (17) Solomons Headworks, (18) Wastewater Treatment Plant, (19) Appeal Transfer Station, and (20) Barstow Convenience Center, (b) refunding certain outstanding County general obligation bonds and (c) paying costs, fees and expenses incurred in the issuance and sale of the Bonds.
The Resolution will also (1) prescribe the aggregate principal amount, form and maturities of the Bonds, or the manner of determining the same, and other details incident to the sale thereof: (2) provide that the Bonds shall be issued and sold upon the full faith and credit of the County; (3) provide for a continuing disclosure agreement relating to the Bonds; (4) authorize the President of the Board to specify, prescribe, determine, provide for or approve certain matters, details, forms, documents or procedures appropriate to the authorization, sale, security, issuance, delivery or payment of or for the Bonds; (5) provide that certain additional matters in connection with the Bonds, including (without 2 limitation) the rate or rates of interest on the Bonds or a change in the date or time of the sale of the Bonds, be approved by the Board pursuant to a resolution or resolutions supplemental to the Resolution, which supplemental resolution or resolutions may be adopted on the day of consideration by the Board; (6) provide for the assessment and levy in each year, so long as any of the Bonds are outstanding and unpaid, of an ad valorem tax on all property subject to taxation within Calvert County in rate and amount sufficient to provide funds for the payment of the maturing principal of and interest on the Bonds; and (7) generally provide for and determine various matters in connection therewith.
