Crystal Dowd


Crystal G. Dowd, Deputy Director of Public Safety, Animal Services, was hired as the Animal Shelter Division Chief for the Linda L. Kelley Animal Shelter in July 2017 and was quickly promoted to the Deputy Director of Public Safety’s Animal Services in November 2018. Crystal not only oversees the shelter itself, but also the Animal Control Division which is housed within the shelter. In 2020, Dowd became one of about 200 individuals nationally to become a Certified Animal Welfare Administrator. She is a 2021 graduate of Leadership Southern Maryland. Crystal is enrolled at University of Maryland University College to pursue a B.S. degree in Business Administration. She previously received an A.A. degree in Business Administration from the Community College of Baltimore County. She brought with her to Calvert County Government almost 15 years of animal control experience. Dowd has served as the Supervisor in charge of both Anne Arundel County and Baltimore County Field Operations. Dowd has also previously acted as the Administrator of Anne Arundel County Animal Control. She was crucial in the development and framework for the operations of the Linda L. Kelley Animal Shelter. Dowd oversees the Animal Matters Hearing Board and the Animal Shelter Advisory Board. Dowd has provided assistance to the Animal Matters Hearing Board with the review and re-write of the current Animal Code for Calvert County.
