John A. Cosgrove Jr. P.E., deputy director, holds a B.S. degree in Civil Engineering from the University of Maryland. He became a Maryland Professional Engineer in 2006. He joined Calvert County Government in 2018 as the division chief of capital projects and was promoted to deputy director of capital projects in 2020. He is a dedicated professional and effective leader with more than 22 years of engineering and project management experience. Cosgrove has been a senior-level supervisor of multiple projects, teams and departments. He started his engineering career at a private engineering firm, R.A. Barrett & Associates, where he worked his way up to the engineering division chief. He has experience formulating proposals, executing project bids, overseeing budgets and coordinating capital projects from surveying to final construction.
